Linda M. Shumaker, P.E. – President
Ms. Shumaker began providing service as a civil engineer in 1978 and became President and Managing Principal of Shumaker Consulting Engineering & Land Surveying, P.C. (SCE) in 1992.
Ms. Shumaker has provided service to clients representing a broad range of public agencies and private sector interests, such as New York State Department of Transportation, Pennsylvania Department of Transportation, New York State Office of General Services, Dormitory Authority State of New York, metropolitan water and sewer authorities, not-for-profit organizations, and commercial site developers.

Ammon A. Bush, L.S. – Vice President
With nearly 20 years of experience at SCE, Mr. Bush manages many survey/mapping project assignments in support of civil site, bridge, and highway design projects. These services involve many different state agencies, such as the Department of Transportation and Department of Environmental Conservation. Mr. Bush has first-hand expertise performing stream surveys for hydraulic analysis, horizontal and vertical control, photogrammetric control, topographic data collection, utility, and drainage surveys.
As Senior Manager for Survey/Mapping Services, Mr. Bush directs and leads survey projects in support of roadway rehabilitation, street reconstruction, site development, signalization and traffic studies/design initiatives. |

John W. Franz, Jr., P.E. – Principal
Mr. Franz has more than 37 years of professional experience in civil engineering, including specialized expertise in transportation planning, design, and construction inspection. He has managed numerous large contracts involving multiple subconsultants and technical specialists. Mr. Franz’s capabilities include planning, design, and construction inspection of surface transportation projects throughout New York State, including compliance with all laws and regulations of the New York State Department of Transportation (NYSDOT).

Joseph Bayer, P.E. – Principal
Mr. Bayer has been involved in all aspects of government public works and civil engineering projects for twenty-six years. He has been responsible for project assignments involving survey, drafting, design, specification writing and construction inspection tasks, including materials testing.
Mr. Bayer serves as a managing engineer responsible for identifying, conceptualizing, estimating, programming, scheduling, designing, QC/QA, interfacing with funding agencies and overseeing the construction of highway, bridge, airport and utility projects that vary in size and scope from $10,000 to multi-million dollar projects. |

Vernon D. Myers, P.E. – Principal
Mr. Myers is a vital source of valuable highway and bridge design support at SCE. His extensive experience on structural and highway design engineering assignments during the last nineteen years includes reconstruction, construction and rehabilitation and improvement projects for streets, pedestrian trails, highways and bridges.
Mr. Myers is very familiar with the methods and procedures required to execute conceptual and preliminary designs, final design documents, technical specifications, and cost estimating tasks for street improvement projects. The range of design tasks he completed for the above-described assignments includes: design development of plans and specifications for roadways, driveways and sidewalks, site grading, utilities, erosion and sediment control, and stormwater drainage.
As Senior Managing Engineer of the SCE Transportation Group, he is responsible for the management of all project design, personnel management and supervision, coordination of the design team, and contract administration tasks. He is also the primary point of contact between SCE and client agencies. |

James M. Cummings, P.E. – Principal
Mr. Cummings has nearly fifteen years of experience involving design and construction inspection engineering services for highway, municipal utility, and airport projects. He is familiar with AASHTO and NYSDOT design standards, as well as design tools such as Microstation INROADS, HyDrain, and HEC-RAS. His Construction Inspection experience includes storm and sanitary sewer, municipal water, traffic signals, asphalt and concrete pavement, concrete curb & sidewalk. His airport experience includes runway and taxiway design and construction inspection, and familiarity with FAA advisory circulars and the AIP granting process. |

Paul A. Waters, P.L.S. – Principal
With more than thirty-four years of experience, Mr. Waters serves as Boundary and ROW Manager for projects involving determination of existing highway ROW limits; ROW documentation (record plans, deeds of record, and filed maps); review and analysis of existing evidence and record information (boundary and ROW monumentation, lines of occupation, and evidence of roadway location); and the final determination of the limits of highway ROW and adjacent boundary line locations. He also supervises personnel responsible for preparing preliminary ROW abstract request maps, final ROW plans, and acquisition maps. Mr. Waters is experienced with riverbed surveys, hydraulic analysis data generation, and HEC-RAS data preparation. |

Paul D. Romano, P.E. – Principal
As a Senior Managing Engineer for SCE with more than twenty years of experience, Mr. Romano leads the Environmental Services Group and provides support for Business Development in this service area.
Mr. Romano is a highly experienced Environmental Engineer having served as Project Engineer, Project Manager, and Project Director on behalf of government agencies, industries and municipalities. His experience includes projects involving waste site investigation and remediation; bulk storage closure; design and spill prevention; asbestos and lead abatement, and compliance management, including the permitting of air, wastewater, storm water, and hazardous waste discharges.
Mr. Romano is responsible for staff that includes licensed professional engineers, registered scientists, designers, and CADD technicians.

As the prime and sole consultant for the Fortino Tire Stockpile Abatement Project, SCE was responsible for the design of infrastructure, environmental permitting, and construction assistance tasks required to support a waste tire remediation project at an existing tire pile site in the Town of West Monroe, NY.
